
Hugh is the Chief Executive of Aviation Consultants International and has had extensive involvement within the aviation industry for the past 30+ years, providing senior advice to Governments and corporations on a global basis. Hugh has been responsible or involved in numerous projects and has authored a number of detailed reports specifically for and on behalf of international aviation regulatory authorities, Government agencies both civil and military and International organisation.
Hugh has extensive aviation managerial experience in corporate governance and structuring of civil aviation authorities and or agencies of governments.
Hugh has been a guest speaker at a number of international conferences. He specializes in strategic aviation management, project management, development of State Safety Programmes including Continuous Management Approach (CMA) methodologies and business development including integrated strategic policy design. As a result of his extensive work experience Hugh has a close network of international colleagues whom he can call on.
Prior to establishing Aviation Consultants International Hugh worked as a pilot and operations manager for the Tasmanaian Air Ambulance (later the Royal Flying Doctor Service) and subsequently as general manager for one of Australias largest Australian Corporate Jet operators, Transecutive Airlines. From there Hugh worked in Papua New Guinea with Pacific Helicopters as Operations Manager controlling 52 medium to heavy helicopters in remote areas providing support for the oil exploration industry.
As a consultant Hugh has travelled extensively as an aviation advisor working in the capacity of CEO/consultant for Aviation Consultants International. He has a Master Degree in Aviation Management and was until recently an adjunct senior lecturer at the Griffith University Brisbane in the Masters of Aviation Management Degree where he taught the compulsory component, Project Management. This included development of written skills as well as demonstrating IT requirements to student and mentoring students in the development of their thesis papers. As such Hugh has a detailed understanding of both operational management requirements and academic methodologies. Hugh is also a Fellow of the Royal Aeronautical Society (FRAeS).
Aviation Consultants International recently advised the Qatar Civil Aviation Authority (QCAA) on the development of integrated systems and safety management requirements as well as preparing for the ICAO Audit (USOAP).
Immediately prior to working in Qatar Hugh worked on the project advising the Australian Civil Aviation Safety Authority (CASA) on the introduction of systems safety throughout the industry and as a basis for future regulatory oversight for all permission holders. This was a strategic transition process from the more prescriptive oversight methodology to an integrated systems methodology based on risk and safety management principle and in accordance with ICAO Doc 9859 Safety Management.
During 2006 and 2007 Hugh worked within Afghanistan in collaboration with NATO, the United Nations, the FAA, ICAO, and the International Security Assistance Forces (ISAF) advising the Afghanistan Government (President and Ministers) and Civil Aviation Authority in relation to their ICAO compliancy requirements and corporate structure as well as airport management, development, and operations.
During his career Hugh has undertaken a number of Civil Aviation courses including Security Evaluation and Development, undertaken through the University of George Washington, Advanced Security in the Field through the United Nations and numerous other short term professional courses too numerous to mention.
